According to my sources it is indeed the flip maneuver.

It passed last night. Appropriations in the Senate may mark up tomorrow but
more likely next week.

I strongly endorse these. BTW, this delay is good for another reason. It means
that DOD is likely to be funded by continuing resolutions which could mean
more money for DC-X testing.

Ah. Then given the phrase "gimbal-controlled", this is the engine-powered
flip, the one where continued fuel feed and center-of-gravity changes as
the fuel sloshes are of extreme interest.

Alas, continuing resolutions are not very fine-grained; BMDO will get a
chunk of money, and there's no guarantee any of it will filter down to SSRT.
